Governor Deal updated the executive order in response to allegations made by Mann’s attorney: "it is a city ordinance violation, not criminal charges."
Mann was charged with public indecency and obstruction of justice following an incident at Piedmont Park. The report alleges that Mann was masturbating and when the Atlanta Police Officer, patrolling on foot, attempted to detain and question Mann, a fellow law enforcement officer, he fled.
The Georgia Sheriff’s Association called on Gov. Deal to convene a committee to investigate, in addition to the POST Council who has begun a separate investigation.
Deal Named Sheriff Ezell Brown (Newton County) and Sheriff Terry Deese (Peach County) to the committee. The Committee has just 30 days to reports it’s finding to the Governor’s office. The findings could include a recommendation of a 90 day suspension.
The executive order was broadened to include allegations of misconduct by the Sheriff’s office and inability to perform the duties of the office. This is mutually exclusive to the investigation being conducted by the POST Council who may remove Mann’s certification thus rendering him ineligible to serve as Sheriff of Dekalb County. Unconfirmed speculation is the committee will investigate the long-overdue mismanagement of the jail and allegations of mistreatment of prisoners.
Requests for comment by the Governor’s office and Dekalb Sheriff’s office have not be answered as of this article’s publication.
